KATHMANDU, JAN 28 -
As decided by the Government of Nepal, the Ministry of Foreign Affairs (MoFA) has completed preparations to issuing Identity Cards to Non-resident Nepalis (NRNs).

"Interested NRNs can apply at MoFA or Nepali missions abroad for the cards," said a ministry release.

According to the NRN Act, those who have spent two years outside the SAARC region will be eligible for the NRN status.

The ID cards will be valid up to ten years for people of Nepali origin who possess foreign passport and for two years for Nepali passport holders. Those who fall under the former category will have to pay USD 500 to secure the ID after providing the required documents, whereas the latter will have to pay USD 250.

According to NRN Regulation-2009, interested NRNs should provide full details of their proposed investment to the Foreign Ministry, which will later forward the proposal to the Department of Industry.

NRNs will get certificates mentioning their investment amount inside Nepal.

However, NRNs will have to pass through strict regulation to take profits back to the country from where they brought their investment. They have to submit all the details of their investment at the ministry prior to approval.

According to the regulation, NRNs can purchase two Ropani land inside Kathmandu Valley as well as eight Kattha within a municipality in Tarai districts.

Besides Kathmandu Valley and Tarai municipalities, NRNs can purchase one Bigha land at any Village Development Committee across the Tarai district and ten Ropani in any district that doesn't fall under these categories.

"NRNs of Nepali origin with foreign passport should submit all related documents to buy land to the Foreign Secretary for final approval," says the regulation.

The Land Reform Office will issue a blue landowner certificate to NRNs in this category. NRNs can also form organisation and NRN Union inside Nepal, but they have to garner support of NRNs of 25 countries.

"If an NRN union fails to perform, the government of Nepal has the authority to dissolve it and secure all the properties of the union," the regulation further says.
